{"id":1700,"date":"2013-08-02T15:23:14","date_gmt":"2013-08-02T15:23:14","guid":{"rendered":"https:\/\/www.roadtrafficsigns.com\/blog\/?p=1700"},"modified":"2026-03-10T06:53:36","modified_gmt":"2026-03-10T10:53:36","slug":"austin-i-35-highway","status":"publish","type":"post","link":"https:\/\/www.roadtrafficsigns.com/blog\/austin-i-35-highway\/","title":{"rendered":"A \u201ccut and cap\u201d solution to Austin I-35 highway may better connect Texas"},"content":{"rendered":"<p>You\u2019ve no doubt already read &#8212; on this blog and likely elsewhere &#8212; about the decaying, often disastrous state that our country\u2019s highways are currently in, from <a href=\"https:\/\/www.newson6.com\/story\/5e363b982f69d76f6205895c\/green-country-commuters-wary-of-crumbling-highway-18-bridge\">Oklahoma<\/a> to Michigan, Florida to <a href=\"https:\/\/www.mercurynews.com\/2013\/07\/05\/roadshow-drivers-not-pleased-that-california-highways-rank-among-worst-in-nation\/\">California<\/a>. There is broad consensus among government, engineers, and the driving public about the state of the roads, but with limited budgets and conflicting opinions, there isn\u2019t similar accord over potential solutions.<\/p>\n<p>In a recent post for CNU (the Congress for New Urbanism) and its <a href=\"https:\/\/www.cnu.org\/our-projects\/highways-boulevards\">Highways to Boulevards <\/a>initiative, LeRoy Taylor, a CNU project assistant and Masters candidate, <a href=\"https:\/\/www.google.com\/url?q=http%3A%2F%2Fwww.cnu.org%2Fcnu-salons%2F2013%2F07%2Fhighways-boulevards-blog-austins-i-35-%25E2%2580%259Ccut-and-cap%25E2%2580%259D-approach&amp;sa=D&amp;sntz=1&amp;usg=AFQjCNEg9zQVnPQbGV5o1eYf3_rskBK_aw\">outlines<\/a> the state\u2019s three potential solutions for the deterioration and modernization problems facing a particular stretch of Interstate 35, running through Austin, Texas. I-35, the fourth most congested highway in the country, runs from Laredo, Texas, which is near the Mexico border, northwards to Duluth, Minnesota. It\u2019s known as the Interregional Highway in Austin, Texas, where an expansion resulted in elevated express lanes framing the original highway. The I-35 is also rife with 50-plus year-old bridges in disrepair.<\/p>\n<div id=\"attachment_1701\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Austin-I-35.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1701\" class=\"size-full wp-image-1701\" src=\"https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Austin-I-35.jpg\" alt=\"Overpass on I-35 in Austin\" width=\"500\" height=\"378\" srcset=\"https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Austin-I-35.jpg 500w, https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Austin-I-35-300x226.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-1701\" class=\"wp-caption-text\">Austin&#8217;s I-35 is in need of either elevated or depressed streets &#8211; and either way, it ain&#8217;t going to be cheap. From <a href=\"https:\/\/www.flickr.com\/photos\/colleenmorgan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Dr. Colleen Morgan<\/a>.<\/p><\/div>\n<p>The three options include: 1) elevating surface streets; 2) depressing the main lanes below street level; and 3) constructing a complete cap over the depressed lanes. The majority of residents, argues Taylor, are opposed to option 1, on the ground that it \u201cfix[es] the problem by making it bigger,\u201d and would require millions of dollars in funding. Others are opposed to the second option, which has been suggested previously, because it is a shorter-term solution. The third alternative, and a controversial one, is known as a \u201ccut and cap\u201d plan. It expands on option 2, and involves building a permanent cap &#8212; also known as a boulevard &#8212; over the depressed lanes. Taylor, in favor of option 3, suggests that the fix would provide new jobs, an increased quality of life for residents, and a connection between the East and West areas of the city. Writes Taylor, \u201cOver 25 years this idea could create about 48,000 jobs, yield $3.2 billion in new tax base, and generate an estimated $1 billion in recurring, new property tax revenue. How\u2019s that for a long-term benefit?\u201d<\/p>\n<p>Urban developer, architect and author <a href=\"https:\/\/www.blackvernooy.com\/\">Sinclair Black<\/a> is leading the charge for the \u201ccut and cap\u201d proposal echoed by Taylor. \u201cPeople need to know that they need to choose between a perpetuation of the barrier that we have in the building of more elevated [I-35] freeway lanes or to take a deep breath and solve the problem once and for all and forever,\u201d Black told the <i>Community Impact Newspaper<\/i> back in April.<\/p>\n<div id=\"attachment_1702\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Minneapolis-bridge-collapse.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1702\" class=\"size-full wp-image-1702\" src=\"https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Minneapolis-bridge-collapse.jpg\" alt=\"Collapsed bridge in Minnesota\" width=\"500\" height=\"334\" srcset=\"https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Minneapolis-bridge-collapse.jpg 500w, https:\/\/www.roadtrafficsigns.com/blog\/wp-content\/uploads\/2013\/08\/Minneapolis-bridge-collapse-300x200.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-1702\" class=\"wp-caption-text\">I-35 was already home to the Minnesota bridge collapse of 2007. Could more problems be in store? From <a href=\"https:\/\/www.flickr.com\/photos\/ooocha\/\" target=\"_blank\" rel=\"noopener noreferrer\">Marion Doss<\/a>.<\/p><\/div>\n<p>DANA, the Downtown Austin Neighborhood Association, <a href=\"https:\/\/www.downtownaustin.org\/ih-35-cut-and-cap-proposal-could-radically-change-downtown\/\">summarized<\/a> Black\u2019s \u201ccut and cap\u201d plan: replace the existing highway with a \u201cfour lane, landscaped, pedestrian- and cyclist-friendly boulevard&#8230; recaptur[ing] approximately 30 acres of land above the interstate to productive, tax-producing use. By rearranging the horizontal and vertical space now taken up by the highway, this project would not only create more capacity for vehicles on I-35, but also weave together the vibrancy of downtown with the rich culture of East Austin.\u201d<\/p>\n<p>In an age of short-term fixes, temporary solutions, and prolonged budget woes, however, the plan has a still greater benefit.
